The UMBY Psychological Services Bureau (BLP) is a service unit for individuals, groups, organizations, and institutions, provided by psychologists and psychology professionals in accordance with their scientific competencies and authorized scope of practice. These services encompass community outreach, education, training, research, and public counseling.

BLP offers individual services—including counseling, therapy, and psychological support—as well as human resource development through training and comprehensive assessment of Human Resource Management systems, covering both system design and development, and practical implementation.
